2012-2013 School Budget Discussion

The first of several scheduled 2012-13 school budget meetings provided a good starting point for the coming year’s budget discussions.
Please take a moment to read the following meeting summary and note the dates of  upcoming meetings.
* New York State has instituted a cap on the tax LEVY increase allowed by school districts.   Although an amount of 2% has been in the media lately, the tax levy increase varies from district to district and is based on an equation involving current budget, tax refunds and many other factors.    Based upon this equation, our tax levy for the upcoming year will be a minimum of 2.52%.
* Federal and state funding is another inconsistency.  While the Cornwall school district continues to grow (by about 340 students over the past 5 years) no additional funding has been provided. At the same time, other school districts with dwindling student numbers continue to receive the same amount of funding.
* According to Mr. Rehm and Mr. Sotland’s presentations, the Cornwall budget is already down to its bare bones so finding places and programs to cut will prove very difficult.
* Options of how to present the budget for this year’s budget vote are as follows:
1) The school district proposes a budget that exceeds the 2.52% cap.  In this case, a super majority (60% of voters approve it) would be required to pass the budget.
2) The school district proposes a budget equal or less than the 2.52% increase. In this case, a majority vote (50% + 1 person) would be required to pass the budget.
In either case, if the proposed budget is not passed, our district would be mandated to issue a 0% tax levy increase.
While 0% might sound like a great number when discussing increases, such an outcome would carry with it major cuts across the board, putting many things (staff, aides, Kindergarten classes, supplies, programs, activities, etc.) at  risk.

A note about notes

Please remember to send a note to school with your child when his/her normal routine changes. Doing so ensures that everyone is on the same page when it comes to the whereabouts of your child. For example, if Sally is going home with a friend, please send a note in with her so everyone helps her get to her friend after school. If Rachel is scheduled to attend an after school event (Honk rehearsal, Mad Science, Newspaper Club, etc.), please send a note in with your child so everyone knows where to find her. For clubs that meet multiple times (i.e. Mad Science) a single note (stating all the meeting dates) is sufficient.
